The U.S. Consumer Product Safety Commission (CPSC) has fully implemented its eFiling program for most imported regulated consumer products. Importers must transmit applicable certificate-of-compliance data electronically before products enter U.S. commerce. Bicycle Retailer and Industry News specifically noted that regulated products such as e-bikes and other e-mobility devices are covered when CPSC certification requirements apply.

The program does not create a new testing obligation by itself; instead, it changes how existing certificate data is transmitted and gives CPSC earlier visibility into imported shipments. For e-bike exporters, this increases the importance of clean product records, correct identification of applicable CPSC rules, test dates and laboratories, and close coordination with the U.S. importer and customs broker. CPSC states that Foreign Trade Zone entries have a later effective date of 8 January 2027.

KEY BUSINESS IMPLICATIONS•  Provide U.S. importers and brokers with standardized compliance data before shipment booking, not after the goods arrive.•  For covered bicycles/e-bikes, align certificate data with the applicable CPSC mechanical requirements and keep test records traceable.•  Do not treat CPSC eFiling as a substitute for separate battery/electrical safety requirements or voluntary certifications requested by retailers and marketplaces.
